How can I program my gamecube?
What is necessary as far as hardware/software go. Do I need some sort of permision from Nintendo? Will they even let an individual have access to those sort of tools?

Short answer: no, they won''t let an individual have access to those sort of tools.
(And let me just say that it was hard enough for the company I work for to get a decent allocation of them as well, and we''re a company of over 350 people.

Alternative answer: get hired by a game company, specifically one that does GameCube development already. And then, who knows, maybe you can end up with a GDEV on your desk, too. (it''s so much more classier than those DDH units)
