can't we just stop the axes from moving?

Okay, here''s the thing. *Rotation* itself does not commute, regardless of the underlying representation (relative Euler, absolute Euler, quaternions, etc). This is a property of 3D space, and there is no getting around it. The Lie algebra of 3D rotations is a curved space.
