No. There are no direct equivalents to those functions.

However, ATI has an extension that provides similar functionality, but exposed through a different interface: ATI_vertex_array_object, also called VAO.

As a side note, VAR and VAO will be unified in the (hopefully) near future. NVIDIA and ATI are currently working on it.
