ChangeDisplaySettings give you the ability to control your pixel format.
If you don''t call it, you can display a fullscreen program, but it will be limited to the desktop settings (desktop width, desktop height and desktop bit depth).

Just activating PFD_STEREO is not enough. You also have to render your scene two times, one for the left eye and one for the right eye.
