I see all of these cool games and effects. I was wanting to make a side scrolling game but I am programming it in Visual Basic. Is it even possible? How hard would it be? I will need more help later on so I will be posting more questions. Thank you.

It''s possible and easier than ever. DirectX 7 is directly supported by the VB development environmnet now. In some ways it''s more difficult that C/C++, including data structure creation and manipulation. However, on the whole if you already know VB then it''s not bad at all.
