Actually, this is possible in Open GL because 3DS Max achieves this using an Open GL extension. This is in the OpenGL driver configuration of 3DS Max
Use Incremental Scene Updates (OpenGL Extension)
Use Incremental Scene Updates: Redraws only those scene objects that have changed, or that intersect a region changed by another moving object. When turned off, the entire scene is redrawn for each new frame. Default=on.
So what you are trying to do is possible, it probably requires a lot of coding though, and it would end up being simpler to just draw it every frame.
