If you''re serious about creating a GBA emulator, you need to do these things:
1). First you need a good compiler! I recommend using Borland C++ Builder, Borland Delphi, or Visual C++.
2). You need to learn a programming language! I recommend C++ or Delphi!

4). Put in a lot of effort into it, stick with it, and you''ll do fine!
5). Oh yeah, HAVE FUN!
