Actually I've found another term to better describe this thread.

The cobra effect occurs when an attempted solution to a problem makes the problem worse, as a type of unintended consequence.

But if a report says somebody did something bad, you should check it. I mean, even if your brain hurts from reading some highly intellectual posts, you have to. Because somebody could file a complaint, that is a lie part of an attempt to silent other member. It can become a witch-hunt.
