an ARPG dream

hello guys, i am new to the website and i have dream of creating my own game, but i have no experience on anything except than writing scenarios and drawing characters.

I wanted to make an old school game with gba taste and i was searching ARPG games to gain some experience and ideas and i found Shining Soul series which inspired me even further, so i decided to start from this point and make a game like Shining Soul 2 but i dont know which programs i should use and i decided to ask in here.

in Rpg Maker series on steam, can we make an ARPG game like i mentioned or where should i begin to make a game like this ?

Something like RPG maker is good as a starting point. You'll find that the difficult bit really isn't the code but the amount of art assets you'll need to create for an ARPG. Keep the scope as small as you can and if a friend says "wouldn't it be great if..." Interrupt them right there before they try and convince you to add multiplayer, or voice acting, or worse.
