Photoshop, it's the most common used software for image editing around the world.
I also recommend Blender. The 3D open source software. https://www.blender.org/ The nice thing about it is that you can convert from a 3D mesh to a RAW image, allowing you to customize your height maps.
You can't go wrong with a subscription to Substance,https://www.allegorithmic.com/substance .You get access to all there software for only $20 a month. I recommend the subscription over buying.
Substance designer is great for making height maps and other complex data sets. Substance Painter is great for giving your models realistic materials.

You must have Gimp 2.9.2 or higher to have 16 bit images. Any version before that will convert images into 8 bit when imported to gimp. I think Gimp 2.10 has been released, so just go update it.
