SoundForge, CoolEdit, Wave Lab.... sure there are others...

All those are great products, but come with a price tag to match. GoldWave on the other hand, is shareware but not disabled in any way, and can be found at www.goldwave.com. It may also be worth searching sourceforge for any free wave editors.
