Can you please let us know what exactly you're looking for? There are 2D games that are "City Builders" like Sim City, and 3D games that do exactly the same thing. Are you looking for a tool that generates random/custom 3D Cities? You should provide more details indicating what you're trying to accomplish to get a better response.

I meant city builder like in strategies games as travian, clans clash and many others.

It can be 2D, 3D or text.

Are you looking for a visual asset kit? Or an actual coded template for the game itself? - If you're looking for source code you can always search open source projects online. Most of these kits I know are all paid, and I have never seen a modern free version.

I can help more if you have a 'programming' related question to create your own game like those other city builders.

Maybe some one know how much it will cost to develop/buy city builder from outsource company in EU?

Depending on what you want, probably something between 6 and 8 digits money.

I'am interesting in android platform.

But i think 6 digits money is too much. I need only city, build , upgrade etc.

What makes you qualified to say this?  If you want a full game prototype developed for you including art how much were you expecting to pay?
