The Windows Store is pretty woeful, the last time I looked. It's also just not the way that people on Windows get software. I think Microsoft would have to do a much better job at getting developers onboard for it to turn into something that the average user actually uses.
I think the only thing that I have ever purchased from the Windows Store was GameDev Tycoon - and as soon as they got on Steam, they gave me a Steam key, and that is how I've reinstalled it since that initial purchase.
There are some "app stores" on Windows that are pretty reasonable, and that I use regularly, but they are pretty much just Visual Studio specific. The Visual Studio extension manager and NuGet are nice steps forward. I probably ought to use Chocolatey, but I just don't
