2d shooting mechanics with cover

Hi everyone this will be my first post so bear with me plus english is not my first language so sorry if I make any mistakes. Right now I'm trying to get into game design and I would like to figure out if this type of mechanic would work in a paper prototype or at all. My current idea is a 2d shooting mechanic with a cover system. My question is how would I implement it to a paper prototype. I'm thinking taking cover would be done automatically and for shooting players would have to drag the aim button to the desired target. going out of cover to shoot will then make the player vulnerable to enemy attacks. How would I go about testing this in real time?

Fill in the details on a board ?

But honestly, a shooter is about hitting and ducking, not very suited for a paper prototype.

Cover systems are hard to do in 2d games. One game that comes to mind that did it well was BlackThorne for SNES.
