How to make ww2 naval combat fun?

I think core problem is ensuring that it won't turn into a "who fires first and/or have hit point wins" situation. Need a balance between ship classes , then rest is spicing up imo.

Maybe (just maybe) , have no idea about reality check but large vessels may have small fast units to counter open target issue of them.
