I'd say one's own Journal is the perfect place to put this kind of thing - in general, your Journal is good for anything that you want to put out as potential information/usefulness, but hasn't been asked for by a user, and where it wouldn't qualify as an Article. It means people can read it, and find it via web searches, but we don't have the problem of forums being cluttered up with things that no one has asked for.

Perhaps there's an argument for a specific forum for code-snippets, but my personal opinion is that they shouldn't clutter up an existing forum, even lounge (I mean yes, it's meant for off-topic, but it's generally intended that it should be for topics that generate discussion).
