I bought playstation 3 video cable on eBay, but I received wrong cable and seller refuses to return money. So I am asking, what is this cable for, so that I could sell it to others and maybe get my money back. I guess it is for some kind of console, but I can't find which one.

Tell them you'll give them poor feedback and then complain to ebay/paypal. They favor buyers much more than sellers, and even if the seller won't give you money back you should get your money back from them.

I'd suggest contacting the seller again, show them the photo this time, and tell them - politely - what kind of cable it is they sent you. This may have just been an honest mistake, and if the seller is in any way kosher they should welcome the opportunity to put things right. If not, then use the formal channels.
Direct3D has need of instancing, but we do not. We have plenty of glVertexAttrib calls.
