What's the origin of this "no avatar" image?

Have you ever seen this image before?

I'm pretty sure you have, because I see it on thousands of unrelated websites. Somehow, many websites all over the internet all use this exact same image in a comments section (of which I'm usually not sure whether they're from actual people on that site, or just harvested from other sites or social networks).

As a counter example, Gamedev uses a different one!

The problem is that I don't really like that particular image.

Does anyone know what its origin is, why it's used in so many places as the generic "no avatar" image?
I don't think I've actually ever seen it before. I've seen lots with that color scheme, but never one with that particular profile. It looks more like a superhero than a real person. Other than that, I've got nothing. Tineye didn't like it, either.

If alot of sites use it you might want to look at common blog or webforum software (wordpress, joomla, phpbb, etc) , it might be one of those that use it.

There are lots of such avatars floating around the web in many variations but I don't think I've ever seen this particular one. But I have to agree with cowsarenotevil, the ridiculously large chin - and elongated shoulder - makes it look like a cartoon character, strangely reminiscent of Superman.

My guess is its been included as a default noavatar icon in some popular blogging/forum software at some point in time, and many never updated past that version...

Interesting indeed - since police photo _IS_ public domain, AFAIK, although AINAL. Is that an inside joke, or with Bill permission (police photo? ha ha). We can only guess...
