Starting a Open Source Project or Finding One Starting Up?

I don't know if it's just me, but I tried looking up open source projects through our hobbyist Classifieds, and it seems like most of the posting don't know where and how their games/software will work or even explain in more detail how they plan on to release the software.

Anyways, jumping to the point. I'm basically having a little issue finding a project that's just starting up that plans to be open source and freeware that has at least a few team members, but it seems like the Classifieds aren't even touching it with a 25 ft poll.

I was wondering how any of you made a open source team or joined one that was starting up a project? Where would someone like myself look or begin a open source freeware project team? I know when I start school for a programming certificate, that's no problem finding the members, but over the net is a little trickier looking in the right places for someone like myself.

I really want to expand my experience and have something else to write on a resume and portfolio then lone wolf open source projects.
