Anyone know of a skin/imageset/layout for CEGUI that would work with a RTS game? I don't need nothing fancy but at least something that I can use for a place filler? Nice would be great.... Or can you buy something like this from a website?

I think, that GUI art is very individual and technical driven art, I fear, that there's not really some kind of market for CEGUI skins. On the other hand RTS is a very broad term, is it more fantasy or sci-fi, classic buildup or more a tactical commander gui ? I would sugguest to take a look at web-site templates (atleast there's a market) and ask the author for permission to use the template art in your ingame gui.
