You will also have to investigate ways of preventing cheats. Cheating/hacking is rife enough on multiplayer games that don't involve real money - if this game ever gets completed it would be a prime target for hackers.
As far as the idea itself is concerned, I think the information presented so far is far too vague to form much in the way of an opinion. From what you have told us, I think it is overambitious and riddled with technical and legal issues. I also don't think it is a suitable first project for a new team.
While we're on the subject of teams, I agree with Tom that this doesn't belong in the For Beginners forum, it's still feeling rather more like a Help Wanted post than a Game Design one. Please keep further posts relevant to the game's design - messages between potential team members should be carried out through PMs or email, and requests for team members should be made in the Help Wanted forum.

I agree with Johnscapey 100%, but also I think that like in a certain Call of Duty game you could pick between different "levels" of wager (so like, 25 cents, $1, $10, etc) where you compete against others in the same wager level.
