Even though the original poster said "hacked", I don''t think he really meant that word. Otherwise, everything could be modded (once it''s hacked). What I think he meant was "What games do you know that were built specifically with the capability of player-made mods?" As in they also ship with the game a level editor, or they use an open scripting language that allows mod developers to make their own scripts and stuff. In that way, not every game can be modded (without decompiling/hacking remember).

Or atleast that''s what I gathered.

Has anyone said Warcraft 1 & 2? It''s old, but it was fun.
Also, on Tony Hawk 3, I believe you can make your own levels.
Just about every FPS nowadays includes directions to use your own model packs and levels.
