Theory behind Edge Turning?

I''m having a bit of trouble grasping the concept behind edge turning. While I understand how it works and that its used to create a "cleaner, smoother, more optimized mesh," I don''t really understand what "cleaner, smoother,..." means. are there any methodoligies that you use to help you decide when to or when not to turn an edge? and if you''ve got any other tips on optimizing meshes, I''d really appreciate it. thanks
Its basically when two triangles are joined, it flips the edge to the other 2 vertices allowing the form of the triangles to kinda be rotated by 90 degrees (I think) I dont use it much but it is useful occasionally
