Weapons in turn based RPGs are pretty much different only in how much damage they do. They RARELY behave differently/interestingly.

I don't think that's a limitation of the genre, though. There's no reason they couldn't behave differently, other than the designers never chose to make it so.
Here's a few ideas that would work well in a turn-based RPG that are a bit different than the norm:
Spirit Missiles: Target a specific enemy to attack. For each enemy within a radius of the caster, he "extracts" a bit of their spirit and launches it at the target for damage relative to their current HP. So basically, it's a spell that does more damage to an enemy when you are surrounded by foes. If you want to do massive damage, you have to let yourself get surrounded (a nice flipside to the typical turn-based strategy of "don't get surrounded").
J-Shaped Rapier: Designed to stab an enemy in the back while he is facing you. The average turn-based strategy weapon does more damage from behind than when face-to-face. This flips it, by doing more damage when face-to-face (by stabbing them in the back).

Theres a couple "real" medieval that i have come across that are interesting.
The gun shield: Well the name says it all. Its a metal disc with a flintlock pistol built into the front. It means that if you hold it up in front of you to block it also allows you to get a good shot off at the person attacking you. Heres a version.

I'm sure theres more. Theres a lot of spring loaded knives and the like that people seem to have created mainly for the purposes of surprise.
