Are there any official records of girls under the age of 18 in the U.S. who have completed a 3-D game project(by 3-D I mean a basic 3-D that one person can complete, like a very small Halo sort of game or shooter one, sort of more advanced than a Doom or like a simple Quake sort of game)?
By "completed" I mean starting from scratch(reasonably)and finishing everything, the game engine, graphics, etc. with no assistance(meaning no help from others/no others input in to the project by means of codes, graphic development or such).
Forgive me for the stupidity and random question, I'm just curious...

I can only think of a few people, like Eskil Steenberg, Wouter van Oortmerssen or Markus Persson who might kind-of fit that kind of challenge, but they're not American teenage girls, if that matters.

You really have to define what a game is. Anything resembling a commercial game, I'd say the answer is no. A very small, 3D casual game, I would be very surprised if that hasn't been done.

Building a complete text based game takes work. Building a 2d game with an engine takes a lot of work. Building a 3d game engine takes a ton of work. Building a 3d game from scratch is a monumental undertaking, for one person it is near impossible. If a person started at 10, they would be lucky to have it done by 18, regardless of gender.
Look at the credits at the end of Halo, there are hundreds of people working on modelling, artwork, storyline, programming, sound, etc etc.
You need to be specific about what exactly you are asking, might help to know why you are asking it. I'm certain girls under 18 have built a game using Unity or Torque and some pre-built assets, but a one man (or woman in this case) show will inherently be less polished than a team. Certainly nowhere near the level of a doom or Halo.
I've never heard of something like this happening. Even for boys it's very very rare for someone under the age of 18 to produce or stay focused long enough to publish a complete game yet alone 3D.

I've never heard of anyone (of either gender) completing such a game as a minor.
The only case I know of where a modern large game was completed by a single person was Chris Sawyer's RCT.
In that case he had over a decade of professional experience, and also relied on two others for art and audio, plus he had an existing publisher who provided QA, distribution channels, and post-sales support. It is still an amazing accomplishment, but he was far from alone.
