Is this feature enabled on this site?

$40 - Who Rated you down.
$100 - Taking care of who rated you down.

If there's a way to see this, I'm not aware of it. FWIW even mods can't seem to see that information anymore, at least not in an obviously available way.

I don't know if there's a summary of it anywhere, but for any given post you should be able to click on the reputation number (assuming it is non-zero) in the bottom right, showing you a pop-up displaying the sources of your reputation changes. This works for me on all posts, but sporadically fails -- I'm given to believe that for non-moderators it will only work on your own posts.

It doesn't seem to work on any posts for me.

Does it work on your own posts? (Even if a post hasn't been rated up or down, you should still get a little message box if you click on the rating button.)

Maybe I'm misunderstanding, but if we're referring to this box, then no, it doesn't seem to work for me:
