Or would they? Wasn't there a 'small but big enough' niche in the appstore right after release of the first iPad, before it was typically flooded with dedicated apps? Maybe, there will be some accessible space for the 'great graphics stuff' on the new one for a short period of time

That's a completely different application. The Cintiq is a clunky non-portable monitor that you plug into your non-portable workstation. It is excellent for desk work, but not portable.
The drawing tablet is a tiny little device you bring with you for sketches, art classes, and field work. It is durable enough to be tossed into a bag and hauled around with you.
I've seen a few people try bulky tablet PC's with Photoshop, and it works to a limited extent until their batteries run out. Having a full day of battery life on a lightweight tablet is a very viable market.
Oh, this'll lead to entire new levels of power play in grade school.

This pretty much answered the questions. I'm only a hobbyist artist now, and I'd love some sort of sketchbook replacement with good battery life and the sensitivity of pretty much any wacom.
If you want to just be able to go out and draw, the only good options are to carry your sketchbook and whatever you use to draw everywhere. If you're ok with just pencil this is viable, but if you want to actually finish work while you are out you'd have to carry multiple pencils, charcoal, markers, pastels, paints, whatever. For that reason tablets are great for artists. You have all your tools right there wherever you go, and there's no mess. You also have pretty much infinite sketchbook pages.
Almost every tablet PC that works well for drawing is also focussed towards being powerful and business capable, as most tablets are sold for businesses. There are very few art focussed laptops, and currently imo there are none that really go above and beyond in that regard. The Elitebook 2740p and the fujitsu lifebook T901, which isn't out yet. Both of these cost between 1500-2000 bucks with short battery life and a bunch of stuff you really don't need if ALL you want is a digital sketchbook. There's a lot of leeway added when you limit multitasking, so I think you could get something similar to photoshop/sketchbook pro/corel/whatever running on something far less powerful than an average PC.
If it doubled as a cintiq like input device for your PC/Mac when you plugged it in that would make it easily worth the price for professionals and hobbyists.
Now! to me that doesn't make me want to rush out and buy it feels more like ipad 1.5 rather than ipad 2 you would think with apples large share of the tablet market its worth them making bigger improvements to the ipad it seems like apple are happy to make any old rubbish and expect people to buy it.
funny enough, there are rumours that Apple want to move the iPad to a September release date to coincide with the iPod rather than iPhone release cycle, and take full advantage of the Christmas rush. It is thought that this is merely a 1.5 release to keep the competition on its toes until September when a new iPad 3 will be released, with much more improvements over the current models.

That would pee me off even more. I really wanted to see the improvements in this model i expected so much more out of apples march announcements instead we get a "new" ipad and some crappy software ports from the mac. oh well at least they didnt replace the iphone leave that till september rumours always surround apple products and they never come true.
