Dress in black and mourn your youth.

More seriously, you need to give some constraints for such an open-ended question.

What is your budget? $50 or $500 or $500,000 give very different options.
What is your time frame? An evening on your birthday, a full day or full weekend, or taking a month sabbatical open up various possibilities.
Who is involved? You alone, you and a spouse, you with a spouse and children, and various other combinations give very different options.
What lifestyle constraints are there? A conservative and puritan lifestyle on one end wouldn't like events from a drinking, legalized-drug using, or other extreme enthusiast lifestyle. There are a lot of items where things that are great to one group but will not interest other.

I think drinking is the best option when you turn out 30. I heard of a guy at the office who celebrated for 30 consecutive days or so.
