Try pinging google.com and see what your latency is. Your ping/latency will be dependant on how far the central office is from your connection. For internet games latency is much more important than bandwidth. I had cable service where my average ping to google was 60ms, switched to DSL, with the first hop about 100m from my apartment it jumped to 200ms.

You may have other problems too though, noise on the line, interference, or spyware/viruses. High latency shouldn't mess up page loads or video streaming. I think dslreports.com has some line quality tests you can do.
