As for the difficulty, there isn't much. Historically one of the cheapest and easiest ways into important locations has been through cleaning and maintenance crews.
It doesn't take much effort to be a janitor or maid, there is traditionally a very low security check, there is very little direct supervision, you can have plenty of time in the room, and if you manage to get fired soon after getting the job it isn't very significant.
If that isn't worth the effort, those same groups are easy to bribe. They don't make much money. An offer of $50K is practically nothing to a group because they can use the influence for many times that in power or wealth, but possibly two full year's salary to the cleaning crew member. Even an offer of $5K or $10K would be sufficient for many people.
