What if you step up another level and ask what authority all these organisations have over their equivalents within the four-eyes alliance?

It is creepy that you would even see that kind of thing in the first place. Sounds like a really nasty place to be, or a war zone or something.



For those who didn't know what was going on (like me) Google news brings up the headline: Anti-terrorism drill on Metrorail

Apparently the emergency response drill involved regular local police, SWAT teams, assorted federal agencies, explosives teams, K9 units, and more.

The drill was taking place during the busiest times, at the busiest transit station in North America. During those hours they can go through a thousand people every 90 seconds.
