I have been playing with this idea for a while, creating possible missions etc. for the fun of it, and I was wondering if it was plausible amateur creation?
Concept
This game is a first person strategy experience. The players created character moves around in a first or third person view, altering the world with any number of abilities and actions, governed by attributes. These are known as the characters stats. The value of a stat is raised as the stat is used.
The players primary control over the clan is through the players staff, chosen by the player from the many leaders serving the clan. Each assessable applicant to the players staff is judged by their stats, the stats of a staff member alters the stats of all those under their command. The staff includes an admiral, a general and a senator. During the story lines of the game the staff is also supplemented by advisers, those who direct the player through the missions the player may be going through. Admirals lead the fleet, their duty is to vessels and space stations. Generals command armies, created and maintained through bases able to be placed anywhere on planets. Senators develop and maintain regions of planets through colony construction. These can grow to be a village, town, city, and even a metropolis.
The players staff is able to receive complex orders such as creating an army/fleet built for a specific purpose or focus on a sertian area of colony development. Subordinate officers can be placed under the staff for further accuracy of goals. Most of the game, such as colony development and military creation, are available to the player. Some examples of this may be the zoning of colony buildings or the creation of a fleet or army.
Setting
Clan takes place in a galaxy directly after the fall of an age old empire, due to the death of the emperor with out an heir. Before this traumatic event, the galaxy was ruled by province. Each province would have a ruling family whom would appoint senators to the worlds within the province, giving the senator full power over the development and policy of those regions they were directed to lead. Further power was given to the provincial royalty through military development, commanding admirals and generals of there respective branches, fleets and armies would be assigned to sectors of the province receiving full jurisdiction over resource management such as population and materials. In return, the admiral or general would guarantee protection and order in there sector. This system gave much possibility for corruption, though with such a large area to maintain, such as the galaxy is, it worked.
After the death of the emperor the royal families begin to witness there control over the provinces receding. In order to assure dominion over there space, they urged a new leadership to rise. Many offered there services in the time of great need, and many were given handfuls of systems to lead, the clans were born. Senators began witnessing a rise of power, deciding to swear allegiance to the clan leaders that had provincial clam over there system. As this happened, senators were sent away from there original duties, instead being stationed where the clan leader thought development was nessisary. Provincial royalty did not take this as an acceptable change and sent there fleets to take back what was given. This, however, did not turn out how royalty wished. At the current time, instead of reclaiming provincial territory sector by sector as planned, admirals being sent are seeing the balance of power shift and taking up positions as so called grand admirals. Soon, every clan will have a grand admiral to lead them across the stars. Other admirals are giving up loyalties all together, taking what resources they can and turning to piracy. The provincial royalty notices the wide spread loss of admiralty, and is mobilizing its armies to stand against the clans rights to freedom.
The game takes place at this point, directly after the fall of the empire due to the untimely death of the emperor, beginning at a prologue.

The MPE is the largest human government to date. It is organized into seperate provinces, each lead by a royal family whom appoints a leader to each planet within the province. To assist these leaders in there tasks, planetary education systems raise senators that are sworn to serve the leader of there planet, given cities or the regions that hold them and the responsibility of developing and maintaining the civilian populace.
Planetary leaders are also given warrant from the royal family to create a planetary army to maintain order and defense. Leaders appoint generals, in turn the generals acquire personnel and resources to build an army to the leaders specifications.
The Mankind Provincial Empire has maintained this system for over almost a thousand years.
Pirate Cartels
Pirates have been in mans history since the dawn of time. When humans looked to the stars for a home, pirates looked to them for establishment. When the first cartel was formed there goal was to provide a family to the underlings of society. They quickly began dealing in illegal materials and creating a fleet to carry there soldiers to steal anything of value from the newly forming space lanes.
In the current times, the cartels wage a huge underground war over territorial rights to any and all forms of piracy. From planetary undergrounds to organized resistance against the powers that be, somewhere down the line one of the many cartels in the galaxy has a hand in it.
The Ancients
Not much is known about this age old race of beings that once inhabited the galaxy. Relics from there time can be found all over the empire, and most have been sealed off by the imperial armies for reasons unknown to everyone. Many speculate these relics hold the truth to who they were and where they went, though it is widely held true that they will one day return to reclaim there technology, maybe even the galaxy itself.

The provincial royalties respond by acknowledging the changing borders and the leaders that are changing them, declaring any leadership with more than one planet a clan. Soon, all provinces are ruled by these waring clans. Armies grow and population shifts as history writes in the rise of the clans.
Mechanics
Within the game, Benjamin Thomas Jenkins will be appointed leader of a clan within a province of the MPE. After the death of the emperor, Ben is forced to protect his world from many outside influences and from that world give birth to a clan, a group of worlds formed under a single leader using diplomacy and conflict with other clans with the goal of establishing dominance.
Ben will have staff at his command, a group of NPC's that run the clan that will be formed. Within Ben's staff are senate: leaders that can be directed to control colonies, the regions that hold them, or entire planets managing the development of the civilian populace; Generals: Military leaders using resources available within the locations they are assigned to create armies and fleets that conform to Ben's specifications; and advisers, those who assist in the development of the storyline. Along with directing the staff, Ben will be able to manually preform the most of the actions they can take.
