Strange Windows 7 Glitch

Are both machines connected to the same power board, and is the power board surge protected?

I'm not entirely sure it is possible, but theoretically it may be possible that a power surge could have impacted both machine's clocks.
Sometimes a couple icons load, sometimes none

I'm not dual booting

Surge Protected Panel in the house aswell as a power bar for each computer

My software installed on both machines is extremely, extremely minimal. Extra software installed is pretty much Visual Studio, Java IDE, Blender, GIMP, Limewire, Windows Live Messenger, WinRAR, OpenOffice, iTunes, Diablo 2 and not much more.


Offtopic: On my laptop I opened up System Logs in the Windows Event Viewer. I noticed theres about 10,000 (yes, 10,000) warnings about a corrected hardware error that occured (Component: PCI Express Root Port). These warnings have been happening for months at a rate of like 1 per 5 minutes of computer use, anyone have any idea what this is all about?

I'm not looking for tech support, just throwing it out there since I've seen a couple other threads on different forums about this error without any replies.
