Is there a way to use it to create characters and rooms by using it then translate it to C++ code?

but there''s no reason you shouldn''t be able to
use the .blend file format, don''t know the format
personally, and if you want to learn, try making
your own.

The blender file format is a memory dump of the data
structures in RAM. It changes with each release, and
isn''t documented. Your best option is to write your
own export.
