Isn't this what FogBugz does? I've never used it, but a previous employer of mine started using it after I left and loved it.

That one has a nice text editor, I really hate TRAC wikis, I spend more time formatting text rather than writing.

However while it will do _projected_ milestone completion diagrams, it works on a probabilistic model and flat-out refuses to show gantt charts, on the basis that gantt charts are almost totally split from the realities of real software development!
Instead, it tells you the probability of finishing on different dates. Best to read it yourself, hard to explain.
