For my level (between beginner and Hobbyist intermediate) it is right up there with Mat Buckland's "Programming Game AI by Example".
If you have the money (or a good library) I'd suggest getting both.
Steering behavoiurs, pathfinding and state machines are all thouroughly described in this book and really opens up the world of AI to the reader!
The author teachs the main AI concepts and builds an application based on the teachings. Also, he gives you some exercises at the end of each chapter.

Yes, but only if you already have a handle on what is going on in AI. They are a collection of individual tips and tricks rather than a "this is how to program AI" book.
