They had every right to detain him, but using possible deadly force?!? I'm all for officers protecting themselves, but this seems over the top. [sad]

This is over the top. Quite frankly, IMO, unfair x10, if the cop did actually push the fire chief.

So what does a police officer have to do to actually get reprimanded? As in found guilty and arrested [and put in prison]? The worst I've ever heard happening is the cop getting suspended leave, no pay and maybe later getting fired.

A cop in Alberta was arrested and thrown in prison for having a metric assload of kiddie porn on his home computer. He claimed he was doing a "private investigation" on his own to determine who was making the images.

Turns out that's not a really great defense, especially when you can't produce any notes of your private investigation upon request.

Outside of reprehensible felonious behavior like that, my guess is that some police departments prefer to deal with their problems internally, out of the public eye, since the media could easily affect the review with sensationalism and it may result in lowered public opinion towards the cops. They probably also want to save a good bit of embarrassment. This, of course, depends on the entire police department not being corrupt, which is not the case here.
