So this is very funny but i'll do it, just because i really need that program and google does not help me :( ! I also ate in town and played in a children playground afterwards, that was soooo fun!!

"configure" is a custom script included with whatever you're installing. It's not a standalone program. If you want to make a "configure" for your own software, you'll need "autoconf", which is available as part of the Cygwin installation. Don't bother with the rate-up.

GNU Win32 AutoConf. I should warn you, though: it's the beginning of a lot of pain.
