3D can definitely do "painterly style", as seen in the new Disney CG movie of Rapunzul.
Though I'm not sure if these are 3D or merely concept art, this is what they are saying the end result will look like. Take it for what it's worth I guess.
But yeah, with enough talent and knowledge, you can make 3D look 2D, or painted or hand drawn or whatever you want.
