newbie question

Hi I think this question may be asked before. But I do not find it on this forum and through google, not too many articles talking about this, so I would like to ask it here. If this is not the correct place asking this question. I apologize it. My question is - if I want to design a game like shogun total war, particular focusing on its battle system like http://reviews.cnet.com/arts-music/shogun-total-war/4528-8033_7-7450116-3.html. What skills and knowledge I need to have? So far I've found out several resource. Currently my initial plan include to make use of game engine e.g. jmokney (http://www.jmonkeyengine.com/) and applying AI like GOAP/ state machine (http://www.bit-tech.net/gaming/2009/03/05/how-ai-in-games-works/1). But I understand this is not enough. Still there should have a lot of stuff I do not know at all. Would anyone please to give me some advice or point me to where there has related information? I appreciate your help.

What I mean is to programme a game which resembles to the shogun total war or medieval total war, but I do not planned to create the whole game like that (it is too grand scale). The game may only look like the screenshot presented previously (So it should be RTS I suppose). It is just focusing on the battle system that total war series provide. So, for instance, I can play by manipulating my military units (on terrain) and fighting against computer.

Please let me know if this explain is still not clear. Sorry for my English is not very good.

See, this is why I asked. You mean "program" -- not "design."
You need to start over, with a new post, on the appropriate forum (For Beginners). Not on the Game Design forum.
But FIRST before you post this question you should read the FAQs for the For Beginners forum.
You don't want to post this question until AFTER you read those FAQs. (The FAQs exist for a very good reason.)
