Quality problems w. static images to in-game uses

How are the Static Images (pictures) created in video game design? Such as you see in the cut scenes or menu choices. It's digital art of course, but what device, (Photoshop, Corel, or something else?) ect is used to create such images of clarity... What format, pixil range?, resolution...ect and how are those images burned - to a DVD or Blu-Ray? Would really appreciate some advice and insight into how they are created and look so brilliant in clarity and design! THANK YOU SO MUCH!! The tools used to create the art depend on the artist and the studio, and vary widely. Likely everything you suggested is used somewhere, and more.

Similarly, the way that art assets are stored with the game depends on the studio and its internal or licensed technology.

The images are burned to disc during replication just like anything else that's part of the game. That depends on the format of the disk -- PC game, console game, et cetera.

This is accomplished by having artists that know their craft.

jpetrie said it all. Patience, skill, and the right tool for the job make the resources what they are. Take a course in digital asset production if you're interested, something like "using photoshop for beginners" would probably introduce you to the relevant techniques.
Thanks... Appreciate it. Of course, I understand there are many choices to do so if I were part of the industry and worked at one of the many studios... where that software is beyond what is available to me. But let me just be up forward with what I exactly wish to do. I have my art, done in photoshop and corel... I want to create a story out of it... such as you see in cut scenes in video games... What is my best bet? Any suggestions? Burn only to Blu-Ray to get the best quality and clarity... (burning 'simply' to just dvd gives me poor quality) Anything I should do or need to know before I begin a piece of artwork...or other software I should be using or, ect? Advice is greatly appreciated!!
The software will matter less than your skill as an artist, likely.

But I'm moving to the art forum since that seems to be more appropriate.
Burning to DVD should not give you poor quality, one or more of your settings must be wrong. Using blu-ray will limit your audience since many computers can't play it. And have you considered streaming online distribution rather than or in addition to a physical medium? Also, what are you trying to play it back on, a TV, an oldskool monitor, a flatscreen? Different playback devices can make an image look better or worse.

Anyway why don't you describe in detail what quality problems you are having, and post a link to a sample few seconds of your movie or cut-scene or whatever it is.
