Why aren't any of the posts showing up by default? Why don't any of the threads allow new posts? Why is there a grey, instead of red box next to this board on the board list?

Check the drop down box yourself and have it show all posts. On the left it shows that every single post on this forum has been retired
The threads that have a tombstone icon are old threads in which no one has posted recently and which have this been "retired". They do not allow posting to avoid reviving old diiscussions. If you want to discuss one of them, just create a new thread (as you've just done) and link to the old thread with your question/comment.
