Can I write plugins in C++ for blender?

Well I have an API I need to include in to an exporter plugin to cook a collision mesh and I am unable to obtain the 3DS Max SDKs so I would like to start using blender or another free/ cheap alternative but I do not believe it has the ability to write plugins like that, can it? im not sure about that crack version since i have bought all mysoftware but if try asking autodesk they might be kind enough to send you the api. Just dont get your hopes up. Lightwave have the sdk up free and it cost 500-1000.

No it was not and exactly how am I going to use a C++ header file in python script?
