Having to make new UVmap every time?

I believe so, yes (presuming that by "published" you mean "on the web").

This is where Photobucket, which Jarrod1937 suggested, or another host, comes in handy - they should store the picture or animation, and provide you with links that you can use to display the files elsewhere (such as here).

Personally, I use ImageShack, but I don't know, offhand, whether it support animations or not.

Should you do so, note that, as ryguy4377 pointed out, you should use HTML code, not forum code (such as [img][/img] tags - note the difference in brackets), in order to display items here.

I looked at the Photobucket website, and it looks as if the images and animations are open to the public, and the whole world! I don't want to share my images or any animations I make with the whole world! I just want people on this forum to see my art.

How can I insert an image into a post here without it going published onto the web?

Um... This is a public forum. I'm pretty sure that anyone passing through, and probably anyone performing a Google (or similar) search could find your images and animations. Placing it here seems to me to be pretty much the same as placing it in a public space in reality - just about anyone could pass by and see it. In fact, given search engines, it's probably easier to encounter an image posted on a forum - this one included - than it might be with a public space in reality.

Of course, I don't believe that this means that you waive copyright... but of course, if someone had a mind to, they could probably choose to copy it anyway.

You have to host it somewhere for us to see it. Either way, photobucket is no worse than placing the image here as has been said. But, if it makes you feel better, photobucket does have a password option, which password protects your album and any of its images from prying eyes. Except for the ones you link to publicly of course (I.e. here).
Or if you're really wanting security you can buy hosting elsewhere (lunar pages is nice and cheap), then host your images on the server in an htaccess password encrypted directory. But photobucket should be good enough :-)
