I believe so, yes (presuming that by "published" you mean "on the web").
This is where Photobucket, which Jarrod1937 suggested, or another host, comes in handy - they should store the picture or animation, and provide you with links that you can use to display the files elsewhere (such as here).
Personally, I use ImageShack, but I don't know, offhand, whether it support animations or not.
Should you do so, note that, as ryguy4377 pointed out, you should use HTML code, not forum code (such as [img][/img] tags - note the difference in brackets), in order to display items here.
