So to clarify, the time that submissions close is: Friday, April 4, 2008 at 04:00:00 GMT/UTC Correct?

Yes, pretty sure that's right. (I suck at timezones...) The UK is currently GMT+1, and it's 6 hours ahead of the server clock which is what submission is hooked on, so I figure that the clock is GMT-5, making submission close at the time you've stated.
