does anyone know how to make character model like Fiesta Online characters ?

From the images i can find they look like nothing special. Just your regular 3d cel-shaded models with a semi-stylized diffuse texture. Meaning the diffuse texture is just painted with cartoony colors and a lack of detailed texture that you'd see in realism made diffuse maps.
