hi, is there any efficient way to create non anti-aliasing sprite in adobe photoshop ?
What do you mean? If you're resizing your artwork to sprite size you probably want to use nearest neighbor to keep hard edges. From there you'll want to 'retouch' the image.

If your using the pen, brush, and other misc drawing tools you'll want to make sure you have hardness set to 100% and any feathering or anti-aliasing unchecked.

basically an image can have an alpha channel that can fade the edges. Probably you don't want that, but want a "GIF" style alpha index, aka 1 bit alpha.
