Cel-shading for Legend of Zelda: Wind Waker

How does Nintendo create cel-shaded animations to the point where the entire thing looks 2d? Also, what kind of language would be best to accomidate such creative game elements such as the ones in Legend of Zelda?

Slight modifications to the typical n-dot-l-as-a-texture-coordinate method of cel shading. Careful crafting of the texture lookup bucket.

Don't forget "excellent art direction". They didn't do anything special technically, they just had some very talented artists creating the assets.
