this is what i got so far:
game begins:
you are a new cia or fbi agent and your going down the elevator to do your daily fitness and defence training (this is a practice level to get used to the controls) u start to move around punch a punching bag and shoot some rounds.
then your first (and your last) mission starts. you have to do some recon in a bio enhancement facility which was accused of human testing. you get caught in the action and find yourself in a prison cell on an island which all human testing are occuring. the first half of the game is escaping. the second half is getting revenge on the government which sent you there on purpose to make you into an obediant super soldier.
c&c would be appreciated.

i dont see anything like half life.
The idea of the island is to enforce the idea that you ar on your own. And it also helps in the theme of there are no guns, use your surroundings. there are police batons, pipes, tazers(rare)etc.
plus human testing is a big no no in the law, imagine if the government was actually doing it.

Link two ideas previously thought to have no connection. From there your conspiracy can grow. I was doing an English assignment and connected George Bush with Josef Stalin (in response to Animal Farm by George Orwell) and thought I was a genius...and then realised heaps of people have already made the connection.
The whole 'the CIA/FBI were responsible for 9/11' is another example of this. Connect two ideas previously thought to have no connection, find some evidence (or make it up if it sounds plausible) an viola - you have a conspiracy on your hands.
As for names, names are unimportant - it's the character that's important. Although don't make the name too outrageous. Dr. Joseph Wolff, or something equally mundane, is enough.

1) How many people were involved in sending you on this 'trap' mission?
Did your boss know he was sending you to your doom? Did the head of the FBI/CIA know? Did the joint cheifs of staff/president know?
2) Did the people who run this facility infiltrate the FBI/CIA to recruit people like you, or does the FBI/CIA run the facility themselves?
3) How many people know about the links between this facility and the FBI/CIA?
These questions effect the plausibility of the situation, but they also effect what kinds of twists you can put into the story.

How can it sound like HL *and* portal at the same time? The only thing they have in common is that they're first-person and both have high-tech science facilities doing crazy stuff.

actually what i meant was that the highest echalons of the government who are responsible. The cia has nothing to do with the plot. Being a cia agent just adds to the realism of you being able to fight. And you also get help from agents hving a similar story.(they go out for a mission and find them selves on the island. There are also women (eggs used for cloning) and children(test results) . The idea is not destroy every gaurd or scentist, but destroy those leading the operation(ie president, military generals, head scientist etc.)

Okay, let me get this strait...The player is a scientist...Whom happens to be a CIA agent...Sent on a solo mission to assasinate the president/generals/scientist found on some island...Because the island is being used for some sort of covert governmental human cloneing project?
This honestly sounds like this was cooked up by the Mad Lib plot generator used for the last 30 or so Jeff Speakman/Don "the dragon" Wilson/Van Damme brain dead action movies.
If this was satire, go for it...Else it could use some more time in the oven and a whole lot more research into the subjects touched upon.
