I have been looking into this for a while now and i still cant quite figure out what i could use it for in games. Im doing a computer Science degree at present and i would just like to know if any of the other members have used it in games. And if so could you tell me what sort of things i could do with it any advice would be grate :)

You're probably talking about the ANN library. My advice would be, first find the problem you want to solve, THEN go look for a tool. Second advice is, in the very few cases where you want to have learning in games, ANN are unlikely to be the solution you want.
The reason i was think of using becuase i read a artical that it could be used in RPG and RTS game Link to Artical

He gives examples of how it could be used, but about zero reasons of why it should be used.
His car control example kinda make sense, because its almost a stricly reactive system that *is* very difficult to define, but I would prefer others solutions to it (like steering). Makes less sense for planes because you'll want consistant manoeuvers. I find his other examples to be rather bad ones. He doesnt talk about the problems of using ANN either.
